Obituary

Dad peacefully returned to his heavenly home on the Monday, December 4, 2023.


Bill was born more than 92 years ago on February 25, 1931, in Rexburg, ID. to William F. (Frenchy) and Sylvia Carter. He grew up in Rexburg and on the farm in Sugar City.


On November 9, 1950, he married his high school sweetheart, Melba Pincock in the Idaho Falls LDS Temple. Their first home was in Rexburg, Idaho where the first of six children were born. Bill was a wonderful husband and father providing for and taking care of his family.


He was an adventurous soul and enjoyed hiking, fishing, camping, and boating and was also a pilot.He climbed the Grand Teton twice while in his seventies. He also enjoyed traveling with his wife and family. He enjoyed his children, grandchildren and great-grandchildren, always remembering them in his prayers.


He was a faithful member of the Church of Jesus Christ of Latter-day Saints and served in numerous church callings in the church. Bill and Melba served four LDS missions which included Martin's Cove, Carlsbad California, Mesa Arizona and Idaho Falls History Center.


Bill worked for Utah Power and Light for over 37 years, retiring at the age of 56. After retiring Bill and Melba traveled extensively across the United States in their motor home. They spent many enjoyable winters in Arizona and Southern Utah. They also had the opportunity to travel to many exotic foreign destinations.


Bill is survived by his children, Mike (Debbie) Carter, Roger (Sandra) Carter, Annette (Rick) O'Steen and Gary Carter along with his sister Claire Welch and his brother Dan Carter and 14 grandchildren, 45 great-grandchildren and 3 great-great-grandchildren.
He was preceded in death by his wife Melba of 73 years, parents William F& Slyvia Carter, son David Carter, daughter Susan James, son-in-law Doug James and his brother Kyle Carter.


Dad will be dearly missed by his family and friends. His legacy will live on through the wonderful memories he created with those he loved.
Funeral services will be held at 11:00 a.m. Friday, December 8, 2023 at Flamm Funeral Home 61 N 1st E, Rexburg, Idaho. The family will receive friends Thursday evening from 5:30 to 7:00 p.m. and again Friday prior to services from 10:00 to 10:45 a.m. at the funeral home.  The interment will be in the Sugar City Cemetery.
