Blaine was born June 5, 1945, in Idaho Falls, to Kenneth C. Shaw and Ruby D. Gray Shaw. He grew up in the Rexburg - Burton area and attended Madison High School and Ricks College.

He was a member of the Church of Jesus Christ of Latter-day Saints and served two missions for the church. The first in the Great Lakes Mission from 1965 - 1967, the second with his loving wife in Mena, Arkansas from 2012 - 2014.

Blaine was drafted into the US Army and served in South Korea from 1969 - 1971.

He was married for time and all eternity to Diana Stoddard on June 5, 1968, in the Idaho Falls Temple. Together they raised a family that became the source of Blaine's greatest happiness and joy. Blaine and Diana have seven children and 20 grandchildren.

Blaine and Diana lived most of their lives in the Rexburg area, and then retired to live in the Ririe, Idaho area. Blaine was active in the LDS Church and served wherever he was called. He and his wife were serving in the Rexburg temple when he became sick with cancer.
