DeLoy was born September 25, 1943, at St. Anthony, Idaho to Grant Fred and Belva McArthur Hill.

His nickname to his friends and family was Ridge because he wasn't tall enough to be a Hill.
DeLoy and Shirley spent weekends for many years in their fifth wheel at Heise Hot Springs. They grew to love golf and many lifelong friends there. After retirement DeLoy and Shirley spent their winters in Yuma, Arizona. There they enjoyed golfing, jam sessions and their forever friends that they grew to love.
DeLoy and Shirley loved to dance which they enjoyed all throughout their married life. They always thought it would keep them young.
